How should employers understand the Functional Skills requirements?

Functional Skills qualifications in English and maths are a key component of many apprenticeship programmes. They ensure apprentices develop practical skills in these core areas, which are essential for success in the workplace and beyond. However, there has been a recent important update to be aware of.

What are Functional Skills?

Functional Skills qualifications at Level 1 and Level 2 demonstrate practical abilities in:

  • English: Reading, writing, speaking, and listening.

  • Maths: Number, measurement, shape and space, handling data.

Previously, for many apprentices, achieving Level 2 Functional Skills in English and maths was an exit requirement of their apprenticeship. This meant they had to pass these qualifications before they could successfully complete their apprenticeship.

The Key Update (February 2025):

In February 2025, the government made a significant change: the achievement of Level 2 Functional Skills in English and maths is no longer a mandatory exit requirement for apprentices aged 19 or older on the first day of their apprenticeship.


What does this mean for you as an employer?

  • No Compulsory Level 2 for Over-19s: Apprentices aged 19 or older starting their apprenticeship (or those already on programme) are not required to achieve Level 2 Functional Skills to complete their apprenticeship. They are able to opt out in their training plan provided you agree that this is not essential for their role.

  • Employer Input is Key: We encourage you to discuss your apprentice's needs and the demands of their role with us. Your input will help us tailor the Functional Skills training effectively. The government guidance stresses the importance of deciding whether an apprentice should do L2 functional skills, which is a mutual decision between the apprentice and their employer.

  • Level 2 Remains Important: While not mandatory for completion for those aged 19+, achieving Level 2 Functional Skills can significantly enhance an individual's career prospects and overall competence. We can still support apprentices to achieve this level if it's a shared goal.

  • Different Rules for Younger Apprentices: For apprentices aged 16-18 at the start of their apprenticeship, the requirement to work towards and achieve Level 2 Functional Skills (or hold a relevant prior qualification) generally remains in place as a condition of funding.


How should employers understand these changes?

  1. Focus on Individual Needs: The removal of the mandatory Level 2 for over-19s allows for a more flexible and individualised approach to developing these essential skills. The focus should be on what skills are truly needed for the apprentice to succeed in their role and future career.

  2. Consider the Long-Term Benefits: Even if Level 2 isn't a mandatory exit requirement for older apprentices, consider the long-term advantages of achieving this level for their personal and professional development.

  3. Mutual Decision: Support your apprentice(s) by being clear about whether L2 functional skills are required for their role or due to company policy. If there is no overarching policy, discuss the requirement with your apprentice(s) and consider what is the right decision for them.
